Position Summary
Manages, oversees, and supports internal staff development, quality management and training services of the craft, technical training and apprenticeship efforts to build needed employee skills to meet constantly changing and demanding technical and safety requirements. Maintains progressive knowledge of the trends in computer technology as it relates to software, as well as, training industry topics, information, techniques and equipment, and making recommendations for upgrading training software, programs, materials and methods accordingly.

Responsible for creating and managing training initiatives, standards, expectations, measurements, record keeping and facilities to build employee competencies. Ensures the quality and effectiveness of training, apprentice and certification programs that comply with regulatory standards. Works at a strategic level for long-range planning and program development in partnership with HR and utility leadership.

Minimum Requirements
Bachelor’s degree in Education, Adult Learning, Training, Organization Development or related field, or equivalent experience required. Demonstrated 5-8 years experience in training and development including technical training, with at least 3 years in a leadership role. Demonstrated knowledge of state and federal apprenticeship programs. Utility experience and experience working within collective bargaining agreements strongly desirable. Experience and skills in design and delivery of technical training programs, applying principles of adult learning, learning management systems, and e-learning, Requires excellent written, verbal, project management, problem solving skills, and negotiating skills. Highly effective teamwork, facilitation and interpersonal skills, ability to partner with key stakeholders appropriately, build cross-functional consensus. Proficiency with Microsoft Office, web technologies and data analysis required. Requires ability to meet multiple deadlines and analyze and organize detailed data. Requires the ability to maintain standards of consistency and accuracy in record keeping across training programs to meet compliance requirements.
