Responsibilities
Serve as a Senior Training Specialist for the Counterterrorism Operations Support (CTOS) Center for Radiological/Nuclear Training (CRNT), located at the Mission Support and Test Services (MSTS) office in North Las Vegas, NV.

The CTOS mission is training our Nation’s First Responders to effectively prevent or respond to the use of radiological/nuclear Weapons of Mass Destruction. Training is performance-based and includes classroom, hands-on, web-based, and field exercise training, conducted at the Nevada National Security Site (NNSS) and at venues across the country. Target training audience includes local, State, and Tribal personnel in the following areas: law enforcement, emergency medical services, emergency management, fire service, hazardous materials, public works, governmental administrative, public safety communications, health care, public health, and other skilled support personnel that provide immediate support services during prevention, response, and recovery operations. Responsibilities includes working independently and with CTOS Instructional Designers and Subject Matter Experts (SMEs) to write, edit, and review course training materials for submittal to the Federal Emergency Management Agency (FEMA) for course certification.

Key Responsibilities
 

  • Perform all levels of analysis, including needs, job, task, and content analyses.

  • Serve as lead Instructional Systems Designer (ISD) on new training projects.

  • Work with Subject Matter Experts (SMEs) to develop course content in new – or revising existing – courses.

  • Develop, analyze, and review lesson plans, tests, and other effective evaluation tools used to evaluate course Participants.

  • Follow existing templates, styles, and formats for course development.

  • Follow guidelines established by the Federal Emergency Management Agency (FEMA) and the National Training and Education Division (NTED), or other training development.

  • Work in conjunction with other ISDs and Technical Writing staff to meet deadlines and accomplish tasks.

  • Perform related work as assigned by management.


Qualifications
 

  • Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in education, training, instructional design, or adult education or related field or equivalent training and experience. At least 5 years of professional-level experience.

  • Preferred applicant will have experience as a First Responder in either Law Enforcement, Fire Services, Emergency Medical Services, or Hazardous Materials.

  • Knowledge of instructional design methodology (Systematic Approach to Training (SAT) or similar), including analysis, design, development, implementation, and evaluation processes.

  • Knowledge of adult learning principles and facilitation methods.

  • Demonstrated ability to derive instructional content from Federal regulations and other guidance documents.

  • Experience designing, developing, and implementing formal training courses using a systematic approach.

  • Extensive experience developing web-based training (WBT) using various commercial off-the-shelf development products.

  • Verifiable experience developing WBT courses solely in HTML5.

  • Ability to view and modify HTML5 coding to comply with WCAG standards and WBT attributes.

  • Ability to adapt to changing priorities.

  • Ability to manage multiple development projects.

  • Verifiable computer skills in Microsoft Office Suite applications (Word, Excel, PowerPoint).

  • Experience conforming both WBT and instructor led training materials to meet Section 508 Accessibility requirements.

  • Experience using learning management systems to upload and trouble-shoot WBT courses.

  • Effective oral and writing skills.

  • Effective communication and interpersonal skills.


Applicant selected may be subject to a Federal background investigation to acquire a Q Clearance at a later date.
Currently the primary work location will be remote (from home), however may at any time change to part- or full-time at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) may be required in support of training course reviews, and as needed, at venues across the country.
Travel will be <10%, but may be necessary in support of training course reviews.

Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must have a valid Driver’s License.
